That is the rumor. General Thunderbolt Ross will appear in the move as well as transform into the Rulk.
Take this one with a grain of salt, but a new rumor states that not only will William Hurt be reprising his role as General Thunderbolt Ross from 2008’s Incredible Hulk but he’ll also be transforming into Red Hulk. Additionally, the rumor states that Mark Ruffalo’s Hulk is indeed involved in Civil War and that there will be an epic throwdown between Hulk and Red Hulk that will rival the Avengers: Age of Ultron battle between Hulk and Iron Man’s Hulkbuster armor.
With such an extensive list of Marvel characters still awaiting there MCU debut did you think Red Hulk would be introduced so soon? That is, if this rumor proves true. Again, we’re cautioning a heavy dose of skepticism on this report until there’s more information from additional sources.
Some times these rumors are all it takes to get books moving off the shelves. For those palying along at home, Red Hulk first appears in Hulk #1 (2008). It is revealed that he is Thunderbolt Ross in Hulk #23 (2008). Both could be key if the rumor turns out to be true.
Unless I see an official set pic, I’m saying 0% chance of this happening.
I forgot to link the original story.

Other than the cover, does Rulk actually appear in Hulk #1?
It’s what is listed in several places as his first appearance. I fact checked first. Need to look at the issue.

Marvel rumors are iffy. Just like the Grey hulk rumor and didn’t end up happening, that sucked big time for the people that paid the big bucks for that issue. So for now, I will look at the dollar bins and see what’s up.
The Grey Hulk rumor was true. They just changed it. Instead of making him grey they made his eyes different. But hulk was supposed to be grey.

How was the Grey Hulk rumor true? Sure he was considered, but ultimately not included in favor of green hulk with different colored eyes.
It was true that they were going with a grey hulk as the rumors stated, the end result changed. However, they were going with a grey hulk as the rumors suggested. Just didn’t end up that way
I don’t know about this one. It kinda makes sense since Hulk can’t be in is own Marvel/Disney solo movies and this would be a good way to bring more of the Hulk storyline to Marvels big picture. This would also be a good way to introduce more characters to get involved with a civil war-ish struggle….but overall I don’t see this happening. Seems a big side story for a Captain America film…unless they push it closer to three hours. Still, just don’t see it. Would be nice since I bought a bunch of these when issue #1 first came out.
