It’s Strange’s past self- in the final issues of the Strange series, the Trinity of Ashes’s servant tells them that even the Trinity was afraid of what he became during his last encounter with the Trinity but the Vishanti wiped his memory. So this is Strange from his last encounter from the Trinity.
